Martin Eyes Approval of New D-Block Rules

Here’s another one for the “What Will Kevin Martin Try Next?” annals. The FCC chairman wants commissioners to vote on rules for a new D-Block auction.

The D Block, as you recall, is the part of the 700MHz spectrum being vacated by TV broadcasters; it would accommodate a public safety broadband network, possibly in a public-private partnership.

The block failed to sell in the February 2008 auction and it’s been a magnet for controversy. D Block rules were onerous, potential bidders complained, and the prices were far too high. Martin revised some of the requirements and hopes commissioners will approve those new rules before he steps down in January — if in fact he does step down.
