How Regulatory, Financial Changes Will Affect CLECs
Paula Bernier
10/06/2008 Andy Lipman of Bingham McCutchen LLP again will offer his perspective on the financial and regulatory climates, and what they mean for CLEC leaders, during his address at COMPTEL this week. “It’s focused on the CEOs and COOs, but everyone is invited,” said Lipman, a partner at the law firm. “It’s geared on the fact that the strategy of a lot of CLEC companies is infused with regulatory developments, market developments, Wall Street developments and how all these can be harmonized and one can hopefully play against the other.” In an interview with the COMPTEL Show Daily, Lipman kept details of his planned speech close to the vest, but he did indicate he’d discuss the various approaches CLECs are taking to reach their target customers and the implications of each. He also may discuss best practices in how to build and sustain a successful business, which of course includes working with those in financial and regulatory circles, and possibly may mention standout CLECs on these fronts. The discussion also will analyze how McCain and Obama administrations each likely would affect the regulatory climate, including the FCC, for CLECs going forward, added Lipman, who has a rich history of working with regulators at the federal and state levels. Lipman has spent more than 25 years developing the firm's Telecommunications, Media and Technology Group into one of the largest practices of its kind in the nation. Practicing a wide variety of communications law and related fields, including regulatory, transactional, litigation, legislative and land use, Lipman represents clients in both the private and public sectors, including those in the areas of local, long-distance and international telephone common carriage; Internet services and technologies; wireless services; satellite services; broadcasting; competitive video services; telecommunications equipment manufacturing; and other high-technology applications. In addition, he has managed privatizations of telecommunications carriers in Europe, Asia and Latin America.
